Un commandant shebab, qui a revendiqué l’attentat auprès de l’AFP au nom des insurgés islamistes, a assuré qu’il avait fait “de nombreux morts”, mais aucun bilan n’a pu être confirmé immédiatement de source indépendante.

“Une grosse explosion a complètement secoué la ville, cela s’est produit sur la base où sont stationnées les forces éthiopiennes et les premiers renseignements indiquent qu’il s’agit d’une attaque suicide”, a indiqué pour sa part à l’AFP Mohamed Osman, un responsable local de la sécurité.

L’assaillant “a été tué par les gardes de la sécurité avant qu’il n’atteigne la porte et il a fait sauter le véhicule”, a poursuivi Mohamed Osman, indiquant qu’une enquête était en cours sur cette attaque menée contre l’armée éthiopienne, installée dans la ville de Beledeweyne depuis début janvier.

“Un des combattants moudjahidine a mené une mission suicide et a détruit la plus grande base de soldats chrétiens venant d’Ethiopie”, a affirmé de son côté un commandant shebab, demandant à ne pas être nommé.

Selon des témoins, le kamikaze était au volant d’un minibus rempli d’explosifs.

“C’était une très forte explosion qui a secoué les bâtiments dans la plus grande partie de la ville. J’ai vu des flammes et de la fumée dans le ciel mais personne ne peut s’approcher de la zone maintenant car les troupes éthiopiennes ont bloqué la zone”, a indiqué Abdulkadir Isak, un habitant.

L’armée éthiopienne a lancé en novembre une offensive dans l’ouest du pays contre les rebelles shebab, qui contrôlent de grandes parties du sud et du centre de la Somalie, mais qui font face à une pression militaire accrue depuis l’entrée en Somalie des troupes kényanes puis éthiopiennes.

Dans une interview accordée à RFI, Jean-Marie Fardeau, directeur du bureau de HRW à Paris, a révélé que l’enquête de son organisation « repose sur plus d’une centaine d’entretiens avec des Ethiopiens qui sont réfugiés à Dadaab, au nord du Kenya, près de l’Ethiopie, mais également à Nairobi. Toutes ces personnes ont confirmé que les déplacements de populations dans la région de Gambela n’étaient absolument pas volontaires et que les populations qui étaient déplacées se retrouvaient dans une situation extrêmement précaire, sans pouvoir réellement survivre ».

De leur côté, les autorités d’Addis-Abeba affirment qu’elles fournissent les ressources et les infrastructures nécessaires pour ces villageois déplacés, ce que conteste Jean-Marie Fardeau : « Malheureusement la réalité ne correspond pas à ce que les autorités éthiopiennes disent. C’est-à-dire que les populations se plaignent de n’avoir finalement pas accès à des terres fertiles, de ne pas avoir assez d’eau ». Le directeur du bureau de HRW à Paris a souligné qu’il est « extrêmement touchant et émouvant de voir que tous les témoignages se résument en une phrase : ‘ Nous attendons la mort ’. C’est dire qu’ils ne voient pas comment survivre sur ces terres. Ils craignent une famine sur ces terres qui leur auront nouvellement été attribuées, alors que des terres fertiles ont été apparemment louées en grande quantité à des investisseurs étrangers ».

Jean-Marie Fardeau espère que ce rapport obligera les autorités éthiopiennes à respecter leur Constitution, mais également leurs engagements internationaux qui interdisent les déplacements forcés et en particulier ceux des populations autochtones : « Nous ne sommes pas contre les déplacements, mais il faut qu’ils soient volontaires, bien accompagnés, dans un cadre juridique clair ». Le directeur du bureau de Human Rights Watch à Paris s’est déclaré préoccupé par l’absence de réactions de la communauté internationale, dont les Nations unies, « mais surtout les bailleurs de fonds, dont la Banque mondiale, les Etats-Unis et l’Union européenne qui sont très impliqués avec les autorités éthiopiennes sur de nombreux programmes et en particulier le fait que ces bailleurs ont estimé que les déplacements étaient volontaires, alors que tout prouve que ces déplacements ne le sont pas. Il y a pour l’instant 70 000 personnes déplacées. Il pourrait y en avoir bien plus encore dans les mois et années qui viennent ».

Other tourists were receiving treatment for serious wounds sustained in the attack while one escaped unharmed.

“The attack occurred at 5 a.m. on Tuesday, in which Eritrean-trained groups also kidnapped four. Two of them are foreigners, one is a driver and the other a policeman,” Bereket Simon told Reuters.

Eritrea has rejected the accusation that it trained and armed the gunmen responsible for the attack. Those killed in the attack include German nationals, Western envoys said.

“This is pathetic, an absolute lie. Eritrea has nothing to do with any of these movements,” said Girma Asmerom, Eritrea’s envoy to the African Union.

Ethiopian officials say the victims were mostly European nationals, but have not given further details.

Hungary said that one of its nationals was killed. Austria said at least one of its citizens might had been involved in the attack, adding they were working with Germans and the Ethiopian government to establish the details.

“The group may have consisted of two groups of travelers consisting of nationals from a series of European countries, most likely including Austria,” Foreign Ministry spokesman Peter Launsky-Tieffenthal to Reuters.

A German Foreign Ministry spokesman said Berlin was working with the German embassy in Addis Ababa to clarify exactly what had happened.

Afar is a barren and hot corner in the Horn of Africa country, and home to one of the earth’s harshest terrains.

The province’s rock-strewn hills give way to vast deserts below sea level, and dry river-beds and acacia thorn-trees dot the landscape. Banditry is widespread.

Foreigners who venture out into the area usually include researchers, aid workers and adventure tourists visiting geographical wonders like the Danakil Depression, one of the hottest places on earth with ancient salt mines and volcanoes.

A German media report said the group of tourists had been close to the Erta Ale volcano, one of Ethiopia’s most active.

Ethiopia and Eritrea fought a 1998-2000 border war that killed some 70,000 people, and the dispute still festers.

Addis Ababa routinely accuses Asmara of supporting Ethiopian separatist groups, and blamed an Afar rebel movement for the kidnapping of five Westerners in the region in 2007.

“It has become a trend for Ethiopia to fabricate sensational news against Eritrea whenever the summit is nearing,” Girma told Reuters.

The Eritrean envoy was referring to an earlier accusation that Asmara plotted to bomb targets and disrupt an African Union meeting in the Ethiopian capital Addis Ababa in January 2011.

The deal signed late on Friday with the China Civil Engineering Construction Corporation (CCECC) covers a 339-kilometre line that will join another project to connect the capital with Djibouti.

“This agreement is a contract to construct between Mieso, which is half way from Addis Ababa, to the Djibouti border,” Getachew Betru, general manager of the Ethiopian Railways Corporation, told Reuters.

Ethiopia and Djibouti’s economies are reliant on each other with about 70 percent of all trade through Djibouti’s port coming from its land-locked neighour.

CCECC and China Railway Engineering Corporation (CREC) have won tenders for other sections of the 656-kilometre build. Those companies have brokered loans for Ethiopia from China’s EXIM Bank, Development Bank of China and the Industrial and Commercial Bank of China (ICBC), Getachew said.

Ethiopia, which aims to construct 5,000 kilometres of railway lines in the huge country by 2020, says companies from BRIC nations have shown an interest in other projects.

The Horn of Africa country has posted high economic growth rates over the past five years and hopes to exploit growing business ties with China, India and Turkey to boost its expanding economy.

Under a five-year development plan launched last year, Ethiopia aims to boost infrastructure with a plan to increase power production from 2,000MW to 10,000MW and ambitions for 2,600 kilometres of railway lines by 2015.

“We have called on companies from the BRIC countries to be involved in the other projects. They have shown a considerable interest to get into tenders,” Getachew said.

Getachew said Ethiopia will use some of its own funds to cover costs of the projects alongside loans secured from banks.

Ethiopia is looking for long-term loans that could either be on preferential or commercial terms, he said.

It also plans to construct an inter-city light rail system in Addis Ababa.

Le rédacteur en chef du magazine suédois Filter, Mattias Göransson a confirmé qu’il avait acheté un reportage sur la compagnie pétrolière. « Une histoire sur le terrorisme en Ethiopie, sans lien avec la Suède, n’intéresserait pas nos lecteurs ».

Le procureur Biranhu Yilma, quant à lui, n’a pas été séduit : « Vous parlez de devoir, mais qui vous l’impose, pourquoi donc enquêter en Ethiopie serait votre devoir ? »

L’audience se poursuit ce mercredi 7 décembre avec l’audition des deux derniers témoins de la défense : deux journalistes britanniques.

Ethiopia, which intervened in Somalia between 2006 and 2009, said on Friday that it would deploy troops inside Somalia again for a “brief period”.

An Ethiopian government official also acknowledged on Friday that a small force was already there on a reconnaissance mission. Ethiopia had previously denied scores of military trucks and armoured vehicles had entered Somalia on November 19 and 20.

On Sunday, residents from towns in central Somalia said they had seen new, larger convoys.

“We have seen heavily armed Ethiopian troops with tanks heading to Guriel and Baladwayne. There are many more of them and (they are) more armed than last week,” Ahmed Muhudin Ugas told Reuters from Balanbal town.

“Since yesterday afternoon I counted over 100 armed trucks with tanks; their convoy has not stopped yet.”

A senior official with the pro-Mogadishu Sufi militia group Ahlu Sunna Waljamaca also confirmed the deployment.

“Yes, Ethiopian troops are here and more have entered central Somalia,” the official, who declined to be named, told Reuters by phone. “Al Shabaab will be ousted from central Somalia but when and how are political points we do not want to disclose now.”

Kenya sent troops into Somalia last month to crush al Shabaab, accusing the militant network of frequent attacks on its security forces and tourists inside Kenya.

Ethiopian soldiers previously went into Somalia in 2006, and left the country in early 2009 after ousting the Islamist Islamic Courts Union (ICU) from de facto power in Mogadishu.

They were dogged by accusations that their intervention, hugely unpopular with Somalis, was a rallying call for militias such as al Shabaab, who were not as powerful at that time.

This time, Ethiopia insists the deployment will be brief, although it has not given details on the size of the contingent.

Another resident in Guriel, in the central Galgadud region, said he had seen two different convoys of Ethiopian forces.

“Last night there was a convoy of Ethiopian troops that reached the town,” Abdinur Osman Moalim told Reuters. “I don’t know their number, but early in the morning we saw more than 40 vehicles of armed Ethiopian troops.”

Depuis plusieurs jours, des informations circulaient sur une incursion imminente et en nombre de l’armée éthiopienne. Celle-ci a, ces derniers mois, renforcé plusieurs bases le long de la frontière mais, cette semaine, l’accent a été mis sur Guriel, dans la région du Galguduud où sont présentes les forces anti-shebabs d’Ahlu Sunna wal Jamaa, ainsi que sur Kalabeyr dans la région d’Hiran.

Des questions demeurent sur l’objectif et jusqu’où pourraient aller ces mouvements, que les autorités à Addis-Abeba n’ont toujours pas confirmées. Récemment, certains officiels avaient déclaré que les Ethiopiens pourraient faire partie de la force de l’Union africaine, tout comme les Kényans qui cherchent, selon plusieurs analystes, une porte de sortie honorable.

Lorsque les troupes kényanes sont entrées en Somalie il y a plus d’un mois, le plan initial était d’ouvrir un autre front à l’ouest pour fragiliser les shebabs à Baidoa et les empêcher de renforcer Kismayo. Or, durant tout ce temps, les Ethiopiens n’ont pas bougé, suscitant des questions sur un soutien réel des troupes kényanes qui n’ont guère avancé sur le terrain depuis plus de trois semaines. Les shebabs ont, pour leur part, annoncé qu’ils étaient « prêts à tout » pour repousser les envahisseurs Ethiopiens.

China’s Vice Commerce Minister Jiang Yaoping and Ethiopian Finance Minister Sufian Ahmed signed a deal for the loan on Wednesday, Xinhua said. It did not say when the money will be disbursed.

The loan will help pay for deep well water projects in Ethiopia’s capital Addis Ababa while the fleet of 90 vehicles — 65 cars and 25 buses — would be used to “serve state guests”, Xinhua said.

Government leaders from both sides said the loan demonstrated good bilateral relations which would improve further with deeper trade and investment links.

China’s increasing reliance on Africa for oil and mineral resources, as well as diplomatic support, has been backed in recent years by more monetary aid from Beijing.

A separate Xinhua report said China handed over to Ethiopia on Wednesday a modern hospital built by Beijing at a cost of 80 million yuan to “promote friendship” between the two states.

But critics say China’s aid is too often tied to its investment interests and can undermine efforts to encourage clean government in Africa because it does not demand the same kind of accountability as Western aid does.

China says its aid comes with no strings attached, is welcomed by African nations and has benefited millions of ordinary people.
