<p>African leaders sought consensus Sunday on a fresh strategy to resolve Ivory Coast&#8217;s protracted political crisis and tackle other continental trouble spots at a summit in the Ethiopian capital. The leaders were expected to thrash out a deal on how to end the two-month old crisis in Ivory Coast where incumbent leader Laurent Gbagbo has clung to power despite November polls giving victory to his rival Alassane Ouattara.</p>
<p> U.N. Secretary-General Ban Ki-moon, who is attending the pan-African body&#8217;s two-day summit, said late Saturday that a recount of the disputed ballot would be a &#8220;grave injustice.&#8221;  &#8221;Reopening the results of the election would be a grave injustice and set an unfortunate precedent,&#8221; said Ban.  He underlined the importance of a &#8220;peaceful and honorable exit&#8221; for Gbagbo, and urged &#8220;President Ouattara to form a national unity government.&#8221;<br />
 The African Union on Friday announced the setting up of a five-member heads of state panel to make binding recommendations on the Ivory Coast rivals within a month.  AU Commission chief Jean Ping said Saturday the panel would help Ouattara &#8220;exercise power&#8221; through a negotiated deal.  The summit is also expected to discuss the political turmoil in Tunisia which brought an end to the 23-year rule of President Zine El Abidine Ben Ali earlier this month.   The deadly protests in Egypt are also set to be a top issue. Ping on Saturday said the bloc was concerned by the riots that have claimed dozens of lives since Tuesday.  French President Nicolas Sarkozy, the summit&#8217;s guest of honor, will make a a speech on his plans for upcoming G8 and G20 meetings, stressing development aid and transparency in markets of commodities, particularly agricultural products.  A key agenda of the summit will be the appointment of the bloc&#8217;s next chairman. Equatorial Guineas Teodoro Obiang Nguema is lined up to replace Malawis Bingu wa Mutharika.  However, observers have berated his candidature, citing the poor human rights record of a president who came to power in a 1979 coup, toppling his own uncle whom he later had shot, and ruling the country since with an iron fist. &#8220;Obiang&#8217;s rule in Equatorial Guinea has been characterized by an appalling record of human rights violations and corruption which in fact is the opposite of what the AU seeks to promote across the continent,&#8221; said Aloys Habimana of Human Rights Watch.  Habimana added that Obiang&#8217;s AU presidency would &#8220;hardly send a positive signal.&#8221;</p>

			<content:encoded><![CDATA[<p>Much-travelled former France manager Henri Michel has signed a 13-month contract to coach Equatorial Guinea at the next African Nations Cup finals, the country&#8217;s sports minister Rusian Obiang Nsue said on Saturday.<span id="more-7772"></span></p>
<p>The 63-year-old Michel takes charge of the tiny former Spanish colony, who will co-host the 2012 African Nations Cup finals with Gabon.</p>
<p>It is the first time they will play in the bi-annual continental championship.</p>
<p>&#8220;My ambition is to create a solid team that will be able to compete,&#8221; said Michel at the contact signing ceremony.</p>
<p>Equatorial Guinea are ranked 167th in the world and have lost their last 10 internationals.</p>
<p>They have been without a coach since August when they fire former Paraguay international Carlos Diarte.</p>
<p>The country has only played international football since 1986 and first competed in the World Cup qualifiers for the 2002 finals in Asia.</p>
<p>They have won only six competitive internationals.</p>
<p>Moving to Malabo continues a nomadic career for Michel, both a former captain and coach of his country before embarking on a nomadic career coaching in 10 different countries.</p>
<p>Michel coached France, Cameroon, Morocco and the Ivory Coast at four World Cup finals. His last job was with Morocco&#8217;s Raja Casablanca.</p>

<p>In June sources told Reuters that Gazprom Neft, the oil arm of Russian gas export monopoly Gazprom, planned to sign a production-sharing agreement with the African nation for two oil offshore blocks.</p>
<p>&#8220;We have signed five new (deals)&#8230; including two signed and ratified with Gazprom Neft,&#8221; Gabriel Obiang Lima, minister delegate for mines, industry and energy, told delegates at an energy conference in Cape Town.</p>
<p>The oil-producing country has also signed a deal with privately held Glencore , the Swiss-based trading and mining giant, he said.</p>
<p>Equatorial Guinea expects oil production to jump by more than 100,000 barrels per day within two years as new offshore developments operated by Noble Energy become ready.</p>
<p>.</p>
<p>The sub-Saharan country is one of the region&#8217;s largest oil suppliers with an output of about 300,000 barrels per day.</p>

			<content:encoded><![CDATA[<p>Equatorial Guinea confirmed on Friday it had executed four former military officers convicted of an armed attack on its presidential palace last year, saying they were an &#8220;imminent&#8221; security risk.<span id="more-6943"></span></p>
<p>Rights group Amnesty International said earlier this week the government of the African oil-producing nation had executed the men &#8220;with chilling speed&#8221; directly after an August 21 trial it said was unfair and lacked an appeal process.</p>
<p>&#8220;These individuals were convicted and executed immediately due to the imminent danger against me, my family, and my government,&#8221; President Teodoro Obiang Bguema said in a written statement.</p>
<p>&#8220;We hope the United States of America and the rest of the world understand the severity of the danger of the events that occurred on February 17, 2009 &#8230; Equatorial Guinea still needs assistance from the United States of America and others.&#8221;</p>
<p>The tiny central African state&#8217;s armed forces repelled gunmen in motorboats who tried to storm Obiang&#8217;s palace in February last year.</p>
<p>The country has since awarded a $250 million contract to U.S.-based private security firm Military Professional Resources Initiative, to protect it against piracy and other seaborne threats.</p>
<p>Amnesty said the four sentenced &#8212; Jose Abeso Nsue, Manuel Ndong Anseme, Jacinto Micha Obiang and Alipio Ndong Asumu &#8212; had been living as refugees in nearby Benin but were abducted in January and placed in secret detention before trial.</p>
<p>Obiang&#8217;s government is trying to clean up its image as one of Africa&#8217;s most corrupt and repressive nations and so attract investment. It currently benefits from oil output at 300,000 barrels a day but its reserves are in decline.</p>
<p>The country was listed 12th from bottom in a list of 180 countries ranked on efforts to stamp out graft by Berlin-based Transparency International in 2009.</p>

			<content:encoded><![CDATA[<p>Trente organisations pour la liberté de la presse ont appelé l&#8217;Unesco à &#8220;rejeter l&#8217;argent&#8221; du président équato-guinéen, qui finance un prix à son nom devant être attribué en juin.<span id="more-6337"></span></p>
<p>Ces organisations expriment leur &#8220;grave préoccupation concernant le don de 3 millions de dollars par le président équato-guinéen Teodoro Obiang Nguema pour l&#8217;institution d&#8217;un prix (pour la recherche) en sciences de la vie&#8221; par l&#8217;Organisation des Nations unies pour l&#8217;éducation, la science et la culture (Unesco) dans une lettre adressée à Irina Bokova, directrice générale de cette agence.</p>
<p>Le texte, daté de jeudi, a été obtenu vendredi par l&#8217;AFP.</p>
<p>En 2008, l&#8217;Unesco a créé ce prix, financé par M. Obiang et qui, selon plusieurs ONG, doit être remis pour la première fois à la fin juin, malgré des appels à son annulation par de nombreuses associations et personnalités protestant contre les violations des droits de l&#8217;Homme en Guinée équatoriale.</p>
<p>&#8220;En tant qu&#8217;institution majeure qui préconise d&#8217; +autonomiser les populations via la libre circulation des idées et par l&#8217;accès à l&#8217;information et au savoir+, l&#8217;Unesco ne devrait pas accepter de fonds d&#8217;un des pires violateurs de la liberté de la presse en Afrique&#8221;, écrivent dans leurs lettres ces organisations, parmi lesquelles figurent le Comité pour la protection des journalistes (CPJ), Reporters Sans Frontières (RSF), la Fédération internationale des journalistes (FIJ).</p>
<p>Elles l&#8217;appellent à &#8220;rejeter l&#8217;argent d&#8217;Obiang&#8221;, dénonçant sa &#8220;poignée de fer&#8221; sur les médias dans son pays. Elles expliquent notamment que les correspondants locaux de la presse internationale y sont harcelés, et les journalistes des médias d&#8217;Etat réduits au silence par les autorités &#8220;s&#8217;ils manifestent la moindre parcelle d&#8217;objectivité&#8221;.</p>
<p>&#8220;Nous croyons que la mise en oeuvre de ce prix causera un grave tort à la crédibilité de l&#8217;Unesco en tant qu&#8217;organisation de défense de la liberté d&#8217;expression. (. . . ) Nous vous invitons à soumettre ce cas directement au Conseil exécutif (de l&#8217;Unesco), afin d&#8217;inverser cette tendance&#8221;, ajoutent-elles, promettant également de saisir cette instance.</p>
<p>Il y a deux semaines, une trentaine d&#8217;ONG dont Human Rights Watch (HRW), avaient réclamé l&#8217;annulation du prix.</p>
<p>Arrivé au pouvoir par un coup d&#8217;Etat Teodoro Obiang Nguema dirige son pays d&#8217;une main de fer depuis 1979.</p>
<p>La Guinée équatoriale est le troisième producteur de pétrole d&#8217;Afrique subsaharienne mais la majorité de sa population (environ un million d&#8217;habitants) continue à vivre dans la pauvreté. L&#8217;opposition estime que les revenus pétroliers sont illégalement utilisés par des responsables de son régime.</p>

Il avait été arrêté à Harare, en compagnie de 61 autres mercenaires, accusés de prendre des armes pour renverser le régime de Malabo.<br />

<p> La radio nationale équato-guinéenne a annoncé, mardi matin, une « amnistie totale » pour Simon Mann (57 ans), pour l&#8217;un de ses principaux complices, le Sud-Africain Nick Du Toit, ainsi que pour trois autres hommes condamnés dans cette affaire. Le 7 mars 2004, Simon Mann et une soixantaine de mercenaires sont arrêtés sur l&#8217;aéroport d&#8217;Harare. Les autorités du Zimbabwe accusent alors le commando d&#8217;être venu prendre livraison d&#8217;armes, avant de se rendre à Malabo pour renverser le président Teodoro Obiang Nguema, avec l&#8217;aide d&#8217;une seconde équipe dirigée sur place par Nick Du Toit.</p>
<p>Le Sud-Africain et ses complices de Malabo sont jugés fin 2004. Du Toit écope de 34 ans de prison. Il faudra attendre janvier 2008 pour que Simon Mann soit extradé du Zimbabwe vers la Guinée Equatoriale. Cinq mois plus tard, un nouveau procès est organisé à l&#8217;encontre du Britannique qui va écoper, lui-aussi, de 34 ans et sept mois de prison ferme.</p>
<p>Le décret signé par Téodoro Obiang Nguema évoque des « raisons humanitaires  »  pour expliquer l&#8217;amnistie de Simon Mann et de ses complices. Le Britannique était apparu très amaigri, au moment de son procès à Malabo, et il aurait « besoin d&#8217;un traitement médical régulier auprès de sa famille  », explique le décret.</p>
<p>La « repentance et la volonté de réinsertion  » des condamnés sont aussi soulignées par les autorités équato-guinéennes. Mais au-delà de ces considérations médico-sociales, il ne faut pas perdre de vue que la campagne électorale pour la présidentielle du 29 novembre s&#8217;ouvre jeudi prochain en Guinée Equatoriale et que le président sud-africain, Jacob Zuma, est en visite dans le pays, mardi et mercredi.</p>
<p>Au-delà de ces considérations, c&#8217;est aussi l&#8217;image du président Obiang Nguema qui est en jeu. Malabo lorgne sur le poste de gouverneur de la Banque des Etats d&#8217;Afrique centrale (BEAC). </p>
<p>Les mercenaires graciés ont 24 heures pour quitter la Guinée-Equatoriale. </p>

<p>Le président de Guinée Equatoriale, Teodoro Obiang Nguema, l’un des trois chefs d’Etat visés par ce dossier avec les présidents congolais Denis Sassou Nguesso et gabonais feu Omar Bongo Ondimba, a décidé de contre-attaquer par la voie de ses avocats en portant à son tour plainte contre les associations à l’origine de ce dossier. « Monsieur Teodoro Obiang Nguema Mbasogo se voit contraint d’agir en justice pour défendre l’honneur de son pays et rétablir la vérité », estiment Maîtres Isabelle Thomas-Werner, Olivier Pardo et Ludovic Landivaux, dans un communiqué qui pointe également « l’absence totale de tout élément de preuve tangible » apporté par les associations visant les trois chefs d’Etat.Dans leur plainte déposée le 2 décembre 2008, le Comité Catholique contre la Faim et pour le Développement (CCFD) et Transparence Internationale France accusaient nommément Obiang Nguema de « recel de détournement de fonds publics » ; de « blanchiment » ; « d’abus de biens sociaux » et « d’abus de confiance ».</p>
<p>Le chef de l&#8217;Etat équatoguinéen a porté plainte pour diffamation devant le Tribunal de Grande Instance de Paris vise le Comité Catholique contre la Faim et pour le Développement (CCFD). La seconde, pour dénonciation calomnieuse concerne Transparence Internationale France. « Monsieur Teodoro Obiang Nguema Mbasogo, ne laissera pas sans réponses les attaques et amalgames dont son pays et lui-même sont victimes depuis de nombreux mois », ajoute le communiqué.</p>
<p>Selon les défenseurs du chef de la troisième puissance pétrolière au Sud du Sahara, toutes les tentatives de règlement à l’amiable ayant échoppé, Obiang Nguema serait contraint de porter l’affaire en justice. « Fait unique où l’on voit le Président d’un pays être obligé d’attaquer ses adversaires pour faire entendre sa voix », selon ses avocats. « Monsieur Teodoro Obiang Nguema Mbasogo n’accepte pas les propos des différentes ONG qui le qualifie de « sanguinaire » et de « dictateur », conclut le texte.</p>

			<content:encoded><![CDATA[<p>The African Union will put pressure on the military junta in Guinea not to run for elections aimed at ending the country&#8217;s political crisis, the bloc&#8217;s commission chief Jean Ping said.</p>

<p>&#8220;The Peace and Security Council affirmed that pressure should be put on Guinea to conform to agreements, especially that the junta leaders should not stand for elections the way they pledged,&#8221; Ping told reporters late Thursday.<br />
&#8220;We will up the pressure.&#8221; Junta leader Cpt. Moussa Dadis Camara has hinted at running for president and this &#8220;causes worry,&#8221; Ping added.<br />
The pan-African body suspended Guinea after its December 2008 coup.<br />
The country is to hold first and second round of presidential polls in January and February next year and parliamentary vote will take place in March.</p>
