La résolution affirme la nécessité d’une aide internationale pour déterminer une stratégie d’ensemble afin de contribuer aux efforts entrepris par les pays riverains.

Les quinze membres “condamnent tous les actes de piraterie et de vol à main armée en mer commis au large des côtes des Etats du Golfe de Guinée” et se félicitent de l’intention de réunir un sommet des chefs d’Etats du Golfe de Guinée pour lutter contre ce phénomène.

Ils “encouragent” les Etats de la Commission de la Communauté économique des Etats d’Afrique de l’Ouest (Cédéao), de la Communauté économique des Etats de l’Afrique centrale (CEEAC) et de la Commission du Golfe de Guinée à mettre en oeuvre une stratégie d’ensemble.

Celle-ci serait articulée autour de lois, là où il n’y en a pas, pour faire de la piraterie un crime. Elle pousserait également à la mise en place d’un mécanisme régional d’information et de coordination pour mieux lutter contre la piraterie.

Il s’agit également d’encourager la coopération entre les pays membres de ces organisations pour poursuivre les auteurs d’actes de piraterie.

Le secrétaire général de l’ONU Ban Ki-moon avait estimé il y a deux semaines que la piraterie dans le Golfe de Guinée constituait une menace croissante et qu’il était plus que jamais important de s’organiser sur le plan international pour la combattre.

De son côté, M. Taye-Brook Zerihoun, secrétaire général adjoint de l’ONU, a expliqué lundi devant le Conseil de sécurité que les pirates somaliens, qui détiennent actuellement, selon lui, 316 otages et quinze bateaux, inspirent d’autres activistes africains qui ont commencé à attaquer des navires dans le reste de l’Afrique, dont dans le Golfe de Guinée.

Les pirates somaliens s’éloignent de plus en plus des côtes dans l’Océan Indien pour commettre leur méfaits et font usage de techniques “plus violentes”, a-t-il indiqué.

M. Zerihoun a souligné que l’ONU et les gouvernements étaient de plus en plus inquiets des liens existant entre les pirates et les militants islamistes somaliens Shebab qui combattent le fragile gouvernement à Mogadiscio.

Il a souligné que les initiatives internationales contre les pirates “ont eu comme conséquence inattendue de pousser les pirates dans des sanctuaires plus au sud”, y compris dans des zones sous l’influence des Shebab.

“Les liens croissants entre les Shebab et les pirates illustrent le fait que le problème de la piraterie est en mutation. Les pirates somaliens pourraient aussi inspirer des attaques ailleurs dans les voies maritimes du monde, en particulier dans le Golfe de Guinée”, a-t-il dit.

The 4831 dwt, MV Jubba XX was captured on Sunday morning in the northern Indian Ocean while loaded with oil, on a regular route from UAE to the Somali port of Berbera.

“Little information is available at present but it is reported that nine suspected Somali pirates are on board,” the EU force said in a statement.

It added that the ship was carrying crew made up of a Sri Lankan, three Bangladeshis, five Indians, four Somalis, a Kenyan, a Sudanese and one crew member from Myanmar.

One fuel trader in Mogadishu said that vessels carrying commodities to the conflict-torn horn-of-Africa nation, were increasingly being targeted by pirates.

“We are very concerned the increasing piracy attacks against our ships,” Ahmed Shire, the fuel trader told Reuters by phone.

Avant cela, l’attaque la plus au sud s’était déroulée le 10 décembre 2010 au niveau de la frontière entre la Tanzanie et le Mozambique. Le Mozambique, l’un des pays les plus pauvres du monde, n’a pas la force maritime suffisante pour assurer le contrôle des ses 2 400 km de côtes.
Les pirates somaliens détiendraient, selon un décompte d’Atalante, 26 navires et plus de 600 otages.

Jama Idle Ibrahim and five others chased the USS Ashland and opened fire on it before being captured, court papers said.

He pleaded guilty to piracy-related charges in Norfolk, Virginia, and faces 30 years in jail. Five other Somalis also face charges over the attack.

Prosecutors said it was Norfolk’s first piracy-related conviction in 150 years.

“Modern-day pirates must be held accountable,” said Neil MacBride, prosecuting.

After making a deal with the authorities, Ibrahim pleaded guilty to attacking to plunder a vessel, engaging in an act of violence against people on a vessel, and using a firearm during a crime of violence.

Both Ibrahim and the authorities had agreed to a 30-year jail term, and he faces a sentencing hearing on 29 November.

Earlier this month a judge had dismissed a piracy charge – which carries a mandatory life sentence – against Ibrahim and his five alleged accomplices.

The gang had chased the USS Ashland in a skiff in the Gulf of Aden on 10 April, opening fire on it.

US Navy personnel returned fire, killing one Somali and wrecking the men’s skiff, prosecutors said.

But the judge dismissed the more serious piracy charge because the group had not robbed, boarded or taken control of the US Navy ship.

Somalia has been ravaged by internal conflict for two decades, and pirates have flourished amid the lawlessness.

Foreign countries have generally been reluctant to try suspects in their own countries, so pirates are often allowed to go free after an unsuccessful attack.

“Our troops stormed the Panama-flagged vessel and engaged the pirates. There was brief fighting before they defeated them,” Said Mohamed Raage, Minister of Ports and Marine Transport, told Reuters. “We arrested seven pirates after they killed the captain of the ship.”

Semi-autonomous Puntland is a base for sea gangs targeting the Gulf of Aden, but is more peaceful than the rest of the failed Horn of Africa state.

Pirates seized the MV QSM Dubai cargo ship and its 24 crew members from Egypt, Pakistan, Bangladesh and Ghana on Wednesday. The 15,220 deadweight tonne vessel was taken inside the internationally recommended transit corridor and had come from Brazil.

Unidentified gunmen raided the Greek-owned cargo ship North Spirit on Sunday while it was at anchor off the port of Douala, taking the captain and chief engineer in an attack analysts say marks an expansion in the range of West African piracy.

The pirates also attacked a nearby Lithuanian vessel, Argo, seizing that ship’s captain and robbing its safe.

“The (captain of the North Spirit) was allowed to make a call last night said he and his crew mate were alive and in good health,” said Vadim Ivanov, spokesman for the SUR. “He said they had been taken by sea to Nigeria.”

The raid is the latest in a string of pirate attacks in the Gulf of Guinea, a region stretching from the Guineas in the northwest to Angola in the south, that is an increasingly important source of oil to western markets.

Negotiators hired by the insurance company of the Greek ship owner, Balthellas Chartering, are trying to make contact with the pirates to secure the sailors’ release.

“They are trying to start (negotiations) but the pirates haven’t contacted them yet,” said Panayotis Nikoletos, Balthellas’ operations manager. “Hopefully, negotiations will start at some point today (Friday),” Nikoletos said.

He said he believed the Lithuanian captain was with the two Russians and added the company was trying to confirm reports the three were in Nigeria.

A spokesman for Limarko, the owner of the Argo, declined to comment.

Analysts said the attack near the port of Douala — which serves land-locked Chad and Central African Republic, as well as some parts of the two Congos — showed pirates in the region were venturing further south and becoming more brazen.

Attacks in the Gulf of Guinea have mostly been clustered off the Bakassi Peninsula on the restive Nigeria-Cameroon border where various armed groups operate.

Cameroon last month blamed piracy for part of a 13 percent slide in oil production in 2009. The country’s output averaged 73,000 barrels per day last year, down from 84,000 bpd in 2008.

Attacks in the Gulf of Guinea are not on the scale of those off Somalia, where pirates are earning tens of millions of dollars from seizing merchant vessels, but analysts say the insecurity off West Africa could affect shipping and investment.

The U.S. military is training West and Central African navies and coast guards to combat piracy, drug smuggling and illegal fishing in the Gulf of Guinea — a region Washington estimates will supply a quarter of U.S. oil by 2015.

On en sait désormais un peu plus sur les circonstances de cet enlèvement, même si les autorités camerounaises n’ont toujours pas fait de déclarations. Il s’agirait donc bien de trois marins russes et d’un Lituanien, ce qui fait donc une personne de plus que ce qu’on pensait dans un premier temps.

Il y a bien eu deux attaques de bateaux : le North Spirit et l’Argo, deux navires qui se trouvaient à moins de 70 km des côtes, dans la zone de mouillage du port de Douala. Ils ont été pris d’assaut par un groupe d’hommes armés se déplaçant à bord de canots rapides. D’autres marins se trouvaient également à bord des bâtiments attaqués, mais ils n’ont pas été inquiétés, et il n’y a pas eu de blessés.

Aucune revendication n’a été formulée, et on ignore si des revendications sont en cours. Depuis deux ans, les attaques en mer et les enlèvements se multiplient au large de Douala. En mars dernier, sept Chinois avaient été kidnappés et retenus pendant six jours avant d’être relâchés. Les autorités chinoises avaient évoqué la possibilité du versement d’une rançon, ce que les autorités camerounaises ont toujours officiellement refusé.

Ce cargo, battant pavillon britannique et d’une capacité de 13. 924 tonnes, a un équipage composé de 6 Indiens, 5 Bulgares, 3 Philippins, 3 Russes, 3 Turcs, 2 Ukrainiens, 2 Roumains, 1 Géorgien, et Polonais.

Il était en route pour la Thaïlande lorsqu’il avait capturé le 28 décembre 2009, selon le communiqué d’Atalante, qui n’a pas fourni immédiatement de détails.

A regional maritime body warned other vessels to avoid the area for the next two days as the weather was suitable for more hijackings.

“The … cargo ship MV Rak Afrikana has been hijacked this morning … approximately 280 nautical miles west of Seychelles,” EUNAVFOR said in a statement.

“The Rak Afrikana has currently stopped due to engine problems.”

Andrew Mwangura, head of the East African Seafarers’ Assistance Programme, said the ship had a crew of 23 Chinese.

EUNAVFOR said Seychelles’ Rak Afrikana Shipping Ltd owned the 7,561-dwt ship.

Gangs have seized dozens of ships in the Indian Ocean and Gulf of Aden over the last few years. Despite international naval patrols, pirate activity is predicted to rise in coming months as the weather improves.

Mwangura said ships should avoid the seas around where the Rak Afrikana was taken for the next two days.

“This area will remain high risk for the next 24-48 hours as weather conditions continue to be conducive to small boat operations,” he said in a statement.

Somali pirates have made millions of dollars in ransoms by hijacking ships off their anarchic country’s coast and have extended their range using mother ships, sometimes seized vessels, from which to launch attacks with smaller craft.
